Six Institutional Challenges Human Outreach Can Help Solve
Institutions often know where students need support. The greater challenge is turning that awareness into timely, consistent action.
Student data, frontline experience and institutional priorities can all help colleges and universities recognize populations that may benefit from additional engagement. Some institutions have clearly defined those groups, while others are still refining where focused outreach could have the greatest impact. Even when the opportunity is visible, internal teams may not have the time, capacity or cross-functional perspective needed to reach every student and understand what is preventing them from moving forward. Once a population with a similar need is identified, it is only the beginning. Institutions must also connect with students consistently, answer questions across multiple areas, clarify next steps and provide the encouragement needed to help them take action. So, the answer may not be generating more leads or sending more automated communications but rather creating opportunities for students to connect with a real person who can answer questions, provide encouragement, clarify next steps, and continue progress.
As student expectations for personalized support continue to grow, institutions face an increasingly important question:

The following six challenges represent areas where focused, proactive human outreach can help institutions turn opportunities into measurable outcomes for both students and the institution.
1. Increasing Enrollment Yield “I applied…now what?”
Every institution has students who have already expressed interest but have not completed the enrollment process.
Some applied but never registered. Others were admitted but became distracted by competing priorities, uncertainty, financial concerns, or life circumstances. In many cases, these students do not require extensive intervention. They simply need guidance, encouragement, or a reminder that support is available. Dallas College: Turning Intent Into Enrollment Dallas College identified more than 9,200 prospective and returning students who had already demonstrated intent to enroll but had not completed the process. Through intentional outreach, students received support navigating next steps and overcoming obstacles standing in their way.
• 9,207 students contacted • 5,011 students enrolled • 54.4% conversion from intent to enrollment
The initiative demonstrated a reality many institutions face: enrollment opportunities often exist within students who have already raised their hands.

2. Reclaiming Lost Opportunities “Do you think it’s too late for me to come back?”
Many institutions have former applicants, admitted students, or stop-outs who intended to continue their education but lost momentum over time. While these populations are often overlooked, they can represent significant opportunities for re-engagement. Dallas College: Reconnecting Students with Their Goals Dallas College partnered with Inceptia to reconnect with Dallas County Promise students who had previously been admitted but never enrolled. Some students had been disconnected from the institution for years. Through proactive outreach, the initiative generated renewed engagement, new applications, and enrollment activity from students who had once considered college but never completed the journey.
• More than 3,800 students re-engaged • More than 900 renewed applications • 279 enrollments
The campaign reinforced an important lesson: past interest should not automatically be considered a lost opportunity.

3. Removing Barriers to Progress “I thought I submitted everything.”
Students often know they want to continue their education. The challenge is navigating the requirements necessary to move forward.
Financial aid processes, verification requirements, missing documentation, registration holds, and unanswered questions can all create friction that prevents students from taking action.
Institutions can often identify these students, but consistent follow-up requires time, persistence, and expertise — resources that are often stretched across competing priorities. University of Nebraska – Lincoln: Driving FAFSA Completion & Enrollment Success Despite a solid outreach process, staff shortages, increasing demands, and resource constraints hindered FAFSA outreach efforts. UNL needed an efficient and effective, goal-driven solution to address these limitations without overburdening its resources. Partnering with an experienced team that could make timely connections at scale closed the gap.
• 683 students contacted • 135 FAFSA completions in two weeks • 75% email open rate • Significant re-enrollment among Pell-eligible students
Human outreach provides an opportunity to answer specific questions that can clarify next steps, and reduce uncertainty before students disengage.

4. Supporting Targeted Student Populations “How does this work for someone like me?”
Some student groups require more personalized engagement than others. Adult learners, program participants, stop-outs, transfer students, first-generation students, and students from underserved populations often have unique questions, motivations, and barriers that benefit from individualized support. Delgado Community College: Moving from Applied to Enrolled Though the Delgado Financial Aid team had an outreach plan in place, they knew there were potential students that needed a few more touchpoints and a little more information to help them take the next steps to fulfilling their educational aspirations. Using an omnichannel communication approach, they were able to supply the extra communication needed.
• Contacted just over 2,000 students • Enrolled 524 new students • Enrolled 58 stop-out students • Experienced a 28% enrollment return • Gained a significant boost in tuition income

5. Strengthening Student Persistence “Every question I have creates another question.”
Student conversations rarely stay in one lane. What begins as a registration question often becomes a financial aid conversation, which could turn into a housing question or whatever is top of mind as students are making decisions, requiring staff to pause outreach while answers are researched or students are transferred between offices. Bossier Parish Community College: Increased Student Services, Decreased Staff Stress Bossier Parish Community College had an outreach team in place to connect with returning students, but they found the questions students had, and what might be holding them back from returning, were more in-depth financial aid issues that were taking the outreach team too much time to research. Increased student service:
• Reduced drain on staff • Nearly 700 students confirmed returning • 30% enrollment return overall
WSU Tech: Resolving Student Balances and Supporting Persistence Through Strategic Outreach At Wichita State University Campus of Applied Sciences and Technology (WSU Tech), leadership recognized that many students with outstanding balances still intended to continue their education but needed support navigating repayment options. With pro-active pre-collections efforts they were able to resolve balances and remove barriers to enrollment.
• Balances decreased by more than 55% • 1,179 student accounts resolved out of 1,800 loaded students • Nearly 3,000% overall ROI

6.Advancing Strategic Institutional Initiatives “I didn’t even know this opportunity existed!”
Every institution has priorities that fall outside traditional enrollment workflows. These may include mini- mesters, workforce development initiatives, FAFSA completion campaigns, transfer pathways, state-funded re-engagement efforts, or special enrollment projects. Though these opportunities are focused on student benefit, the challenge is finding the extra outreach capacity necessary to support them. West Georgia Technical College: Supporting a Time-Sensitive Enrollment Initiative West Georgia Technical College knew they needed to keep up their contact with students to have successful mini-mester enrollment, but staffing challenges and a new CRM were taking more time and the registration deadline was looming. Through targeted outreach, the institution achieved a 35% registration rate among contacted students and generated a return on investment exceeding 500 percent.

Opportunities Awaiting Connection Across every example, institutions didn’t solve these challenges by asking existing staff to do more. They expanded their ability to engage students through a strategic partnership with Inceptia, adding the outreach capacity needed to deliver timely, targeted, omnichannel engagement with a human connection. Whether institutions are increasing enrollment yield, reconnecting stop-out students, supporting specialized populations, removing barriers, strengthening persistence, or advancing strategic initiatives, success depends on more than identifying opportunity.
